What it is... An Ancient Samurai Training Arena.
Very Cool huh! It was left intact when they built the hotel behind it.
Note the footbridge that leads to the lobby...

This "Bad Hair" might be more akin to "Naughty Parenting". After all, what sort of Mother gives a handsome little bloke like this a Fauxhawk... It just makes me laugh. I love it :) Of course now he's Two, and I'm not sure if he'd still be a willing participant to such shenanigans.
